Making a difference in a year

It's still not the best place to be but I'm making it work.
Since I was hired the top administrator in my department was let go, I facilitated 2 being fired. The whole place suffered some poor management, interviews were poorly handled so the wrong people were hired and there were multiple rounds of layoffs. The positions of the staff were not considered, only their track record in HR and when the dust settled it turned out that important jobs were not being done and things went downhill further. There were surprised statements of "I thought you were doing that" when multiple critical tasks were found not to have been performed, some back tracking and even some re-hiring attempts. Those few good people picked up jobs elsewhere.
It still can get worse but my department is improved. I proved to administration that I needed more staff and should get another this spring. They shortchanged a critical piece and after a few near-misses understood not anyone can do this.
I've been piecing my tolerance in three month sections; assessing whether I want to continue as each goal is met.
