Simple Pedometer Goal & Arm toning help

WooHoo! I finally beat 70.000 steps last week for the first time in a long time.
I went over 10,000 6 out of 7 days! (Saturday I only got 6k)
Actually I logged 83000.
I am also up to 50 wall push-ups at least 3 times a week. I am seeing more toning in my arms but still no improvement on the arm under-hang.
My wedding dress has no sleeves so I am really trying to figure that one out.
Any tips?
OR is that on of those things that cannot be helped?
