Well as you probably know, you can't spot reduce so I don't know what your diet is like that you're carrying extra fat at that weight, but I would start with clean eating and weight training/resistance training. You may have muscle under the fat (as most of us do) but first to shed the fat. Usually that happens with what you're eating. You may have to "UP" your calories but increase the quality of them. Tosca Reno's book The Eat Clean Diet is a great example. Also stress causes cortisol to store in your tummy, so look at that and possibly adding some supplements to your plan if okay with your doctor etc.
Just from a professional standpoint, that's where I would start with my clients.

Hi everyone. I'm new to this site and hope it will help me on my fitness journey. I weigh 99 lbs so I really don't want to lose anymore weight but unfortunatey I'm what you would call "skinny-fat" I am at a low weight but have a high body fat percentage. So I'm not sure if I actually need to lose more weight in order to lose this excess fat around my stomach :( any tips or advice would be appreciated. Thanks!
